Time Zone of Road Condition Measurements?

Hello! From the road weather measurement stations Ölandsbron låg (id 832), Björlanda (id 1504) and Myggsjön (id 2012) we are using - road surface temperature observations between 2012-2018 - road surface class observations between 2006-2017 for validating our road weather model for the Nordic countries. Could you tell us if the road condition measurements are taken in UTC time, or which time zone? And what sensors were used for the observations? Was a Vaisala DSC211 used for road surface class?
